California’s Debt Collection Licensing Act, fully operational since 2022, requires every debt collector doing business in California to hold an active DFPI license. Checking this requirement before responding to any collection contact is now a mandatory first step — an unlicensed collector has no legal authority to collect in California, and any collection activity by an unlicensed entity is a Rosenthal Act violation.

How to Check License Status

The DFPI maintains a searchable licensee database at dfpi.ca.gov/check-license-or-registration. Search by company name exactly as it appears on the collection letter. An active license will show a license number, status, and expiration date. No result — or a suspended, expired, or revoked license — means the collector is operating illegally in California. What Unlicensed Status Means for Your Account

An unlicensed collector contacting California consumers is violating the Debt Collection Licensing Act and — because unlicensed collection is also a violation of reasonable collection practices — the Rosenthal Act. California courts have found that collection activity by unlicensed entities is invalid. If a collector who is unlicensed sues you, the lawsuit itself may be subject to dismissal on the grounds that the plaintiff has no legal authority to collect in California. This is a threshold defense worth asserting immediately.

A collector with licensing problems knows their legal position is compromised.
